Juvenile Law consists of laws and procedures which purpose is to provide for the protection of the public and public safety. In order to promote these goals juvenile law establishes a set of punishments for criminal acts but, unlike criminal law, must be conscious of the goal of removing, when appropriate, the stigma of criminality from juveniles committing certain unlawful acts. This is to be done through providing treatment, training and rehabilitation that emphasizes the accountability of both the parent and the juvenile for the juvenile’s conduct.
Additionally, the goals of juvenile law include the requiremtns to provide for the care, protection, and the wholesome moral, mental and physical development of juvenile who enter into the juvenile justice system. When practicable, this should be done in a family environment separating the juvenile from the juvenile’s parents only when necessary for the juvenile’s welfare or in the interest of public safety.
Judicial proceedings should be simple and should assure a fair hearing and a juvenile’s constitutional and other legal rights are recognized and enforced.
